Bid Packages are due by 2:00 p.m. PST on June 30, 2023The Humboldt Bay Harbor, Recreation & Conservation District will receive sealed proposals at 601 Startare Drive, Eureka, CA 95501, until 2:00 p.m. on Friday, the 30th day of June 2023, for Maintenance Dredging - Woodley Island Marina in Eureka, California. An optional Pre-Bid Meeting will be held at the same location at 2:00 p.m. on Thursday, the 15th day of June 2023. Plans and other bid documents can be viewed at the address above during business hours.

Request for Proposals: Audit Services
Proposals are due by 4:00 p.m. PST on June 30, 2023
The Humboldt Bay Harbor, Recreation and Conservation District (District) is requesting written proposals from qualified Certified Public Accounting firms and/or individuals to audit its financial statements for the fiscal years ending 6/30/2023, 6/30/2024 and 6/30/2025, with the option to extend the contract an additional two (2) fiscal years ending 2026 and 2027.
Proposals should be addressed to the Humboldt Bay Harbor, Recreation and Conservation District, Attn: Larry Oetker, Executive Director and must be received at the District’s office, 601 Startare Drive, Eureka, CA 95501 by 4:00 p.m. on June 30, 2023.
The District’s mailing address is PO Box 1030, Eureka, CA 95502-1030. RFP packages may be obtained, and questions may be answered by emailing mhiley@humboldtbay.org.
The Board reserves the right to reject any or all proposals submitted. The Humboldt Bay Harbor, Recreation and Conservation District is not liable for any costs associated with responding to this request for proposals.

Public Comment Period for offshore Wind Energy in Humboldt Bay
Please find attached a link to the Federal Register seeking public comment on the Pacific Coast Port Access Route Study, PAC-PARS. There are specific inquires within the Federal Register pertaining to the BOEM Wind Energy Call Area offshore of Humboldt Bay. Comment period closes May 26, 2022.

Redwood Marine Multipurpose Terminal Replacement Project - Design and Permitting
Statements of Qualifications due on January 26, 2022 at 4:30 PM PST
The Humboldt Bay Harbor, Recreation and Conservation District is requesting Statements of Qualifications from qualified firms to prepare environmental analyses, preliminary engineering designs, and resource agency permits for a marine mutipurpose terminal, wharf, berth and navigational channel project. Once all required environmental permits and preliminary designs have been apprvoed by the respective resource agencies, the District anticipates that the contract with the selected firm will be extended to include full engineering design and additional tasks.

New Aquaculture Lease at Redwood Marine Terminal II
Click here for related documents, including the Relocation Plan discussed at the April 29, 2020 Special Meeting of the Board of Commissioners. The Humboldt Bay Harbor, Recreation and Conservation District is excited to announce a new lease with California Marine Investments, LLC (a subsidiary of Nordic Aquafarms) for 30-acres of the Redwood Marine Terminal II facility on the Samoa Peninsula for a potential land-based aquaculture project. The Board of Commissioners voted unanimously to approve the lease at a Special Meeting held on February 11, 2019, however it was made clear during the meeting that the lease is merely the first stage in the process for the potential project. There will be an extensive period of community engagement and regulatory review before the project is ultimately given the green light. Humboldt Bay Mariculture Pre-Permitting Project
Request for Letters of Interest
Through the Humboldt Bay Mariculture Pre‐Permitting Project, the Humboldt Bay Harbor, Recreation and Conservation District has retained regulatory approvals for shellfish and seaweed culture at specific sites in Humboldt Bay. The District will lease the pre‐permitted sites to private entities who will conduct culture under the District’s permits. At this point, the District is pursuing letters of interest from shellfish and seaweed culturists that may be interested in leasing space.
Letters of Interest are due by Friday, November 15, 2019.

Request for Proposals for the Lease of Redwood Marine Terminal I
The Humboldt Bay Harbor, Recreation and Conservation District is receiving bids for the Lease of Redwood Marine Terminal I; the RFP will remain open until awarded by the Board of Commissioners or closed by the Executive Director.
The Port is soliciting proposals for the development, use, and occupancy of Redwood Marine Terminal I. The long-term goal for the terminal is to repurpose the area into a Multipurpose Marine Terminal to support the proposed offshore wind energy development which is proposed by the federal Bureau of Offshore Energy Management (BOEM) 30 miles offshore of Humboldt Bay and other maritime industries.

Humboldt County's tidelands, bays, and estuaries have unique and diverse management needs. The Humboldt Bay Harbor, Recreation and Conservation District was created in 1973 to address these needs. The District oversees planned development of the harbors and ports within its boundaries, as well as protection of the natural resources located here. It is a countywide agency with permit jurisdiction over all tide, submerged and other lands granted to the District, including all of Humboldt Bay.
